SHREVEPORT, La. — Bobby R. Collins, CEO of the Housing Authority of the City of Shreveport, has been named the 2026 Outstanding Professional of the Year by the National Association of Housing and Redevelopment Officials.
The association announced the award Oct. 16 during its National Conference and Exhibition, according to the housing authority.
The award is NAHRO’s highest professional honor, recognizing accomplishments and contributions in housing and community development that improve residents’ quality of life.
Under Collins’ leadership, the Shreveport housing authority provides initiatives including the Family Self-Sufficiency Program and YouthBuild Program. The programs support education, workforce development and financial independence for residents.
“I am truly honored to receive NAHRO’s Outstanding Professional of the Year Award,” Collins said. “This recognition is a reflection of the collective efforts of our HACS team, the support of our Board of Commissioners, and the partnerships we have built throughout our community.”
Collins said the authority’s mission extends beyond providing housing.
“Our work is about more than providing housing; it is about creating opportunities, empowering families, and helping residents build brighter, more stable futures,” he said.
