BOSSIER CITY, La. — The City of Bossier City has hired Rich Carroll as manager of the East Bank Arts Building and Plaza, placing the Bossier City native in charge of operations, programming and event coordination for the East Bank District’s arts and entertainment venues.
Carroll brings nearly 20 years of experience in event management, community engagement, public service and nonprofit leadership to the role. He will oversee daily operations at the East Bank Arts Building and East Bank Plaza while working with artists, community organizations, event organizers and businesses to expand cultural programming and support district activities.
Mayor Tommy Chandler said Carroll’s background and ties to the community make him well-suited for the position as the city continues investing in arts and quality-of-life initiatives.
“Rich brings a unique combination of leadership experience, creativity, and community engagement to this position,” Chandler said. “His passion for Bossier City and his commitment to creating opportunities for residents and visitors alike make him an excellent fit for the East Bank District as we continue investing in arts, culture, and quality-of-life initiatives.”
According to the city, Carroll’s professional experience includes work with nonprofit organizations, historical programming, military administration and public service. City officials said that background will help support continued growth in Bossier City’s arts and entertainment offerings.
Carroll said he plans to focus on strengthening partnerships and creating programming that encourages community participation.

In his new position, Carroll will focus on expanding programming opportunities, increasing community engagement, supporting local artists and enhancing the East Bank District’s role as a cultural destination in northwest Louisiana.
