SHREVEPORT, La. — The Caddo Parish Sheriff’s Office has been awarded a $10,000 Litter Enforcement Surveillance Camera Grant from Keep Louisiana Beautiful (KLB), a statewide organization committed to combating litter and promoting community improvement.
The grant will be used to launch a surveillance program designed to reduce illegal dumping and littering across the parish. Sheriff Henry Whitehorn Sr. announced the award, noting that the funds will enable the department to purchase cameras, monitoring software, and enforcement tools for use in areas known for chronic dumping activity.
“This grant award signifies a strong partnership with KLB, enabling us to purchase cameras, monitoring software, and other essential equipment to enhance our litter enforcement programs,” said Sheriff Whitehorn.
The funding is part of a $94,700 statewide initiative led by the State of Louisiana and the Office of the Lieutenant Governor, distributed to eight parishes with authority to enforce litter and illegal dumping laws.
Lieutenant Governor Billy Nungesser emphasized the public demand for stronger enforcement. “Sixty-eight percent of Louisianians surveyed expressed a desire for more litter enforcement,” he said. “We are committed to addressing this issue in our state.”
Surveillance cameras will be strategically placed in areas with high instances of illegal dumping, helping the Sheriff’s Office identify violators and increase litter-related citations.
Susan Russell, Executive Director of Keep Louisiana Beautiful, said the program is about both enforcement and education. “Severe littering negatively impacts many communities,” she said. “This grant program equips law enforcement with tools and training to help hold offenders accountable.”
KLB, a state program under the Office of the Lieutenant Governor and the Department of Culture, Recreation, and Tourism, is the Louisiana affiliate of Keep America Beautiful. Through partnerships with communities, schools, and public agencies, KLB promotes litter prevention, beautification, recycling, waste reduction, and sustainable practices across the state.
