Treasurer Fleming appoints Kincaid as First Assistant State Treasurer

Louisiana Treasurer John Fleming, MD, has named Rachel Kincaid as First Assistant State Treasurer. With more than 27 years of state service, Kincaid most recently served as Deputy Treasurer for the Department for the last five years, with responsibilities including oversight of the successful Main Street Grant Recovery Program during the pandemic.

“I have utmost confidence in Rachel, and I know that she will do a great job for the citizens of our state as our new first assistant,” said Fleming.

Kincaid previously served as the Vice President of External Affairs at the University of Louisiana System and Chief of Staff at the University of New Orleans. She holds an MBA from the University of New Orleans and a Bachelor of Communications from the University of Memphis. She has been recognized by New Orleans CityBusiness as one of its Women of the Year, honored as a Role Model by the New Orleans Young Leadership Council, and selected as one of Gambit Magazine’s “40 under 40.”  Additionally, she is a graduate of Loyola University’s Institute of Politics, Leadership Louisiana, and the New Orleans Regional Leadership Institute.
