BATON ROUGE, La. — On Thursday, July 17, 2025, the Louisiana State Bond Commission approved key funding measures and election applications for multiple parishes, paving the way for substantial public infrastructure improvements across the state. Parishes receiving election application approvals included DeSoto, Webster, East Baton Rouge, Lincoln, and Orleans.
While the Commission’s approval is a technical requirement—not an endorsement—it allows the Secretary of State’s office to move forward with placing certain propositions on upcoming election ballots.

In addition to approving ballot measures, the Bond Commission gave the green light for funding several vital projects, ranging from healthcare and law enforcement facilities to sewer and utility system upgrades.
“Our Treasury Department thoroughly examines every election application and funding request to ensure it meets the technical requirements and safeguards taxpayer funds,” said Louisiana State Treasurer and Bond Commission Chairman Dr. John Fleming. “I’m proud of our department’s dedication and commitment to serving the people of Louisiana.”
Projects Approved Include:
- City of Gretna (Public Improvement Project) – $18 million Revenue Bonds
For improvements to public utility infrastructure and other capital projects. - Village of Robeline, Natchitoches Parish (DEQ Project) – $990,000 Sewer Revenue Bonds
For upgrades to the sewerage system, including equipment and fixture improvements. - Orleans Parish Law Enforcement District – $15 million Limited Tax Bonds
For capital expenses related to jail maintenance and enhanced security systems. - Terrebonne General Health System Project – $80 million Hospital Revenue and Refunding Revenue Bonds
Includes $26 million to refinance previous bond issues and $54 million for the construction and equipping of a new Healthy Lifestyles Center. - City of Bogalusa, Washington Parish (DEQ Project) – $1.75 million Sales Tax Bonds
For improvements to the city’s wastewater infrastructure, including the installation of two open screw pumps. - City of Minden, Webster Parish – $10.5 million Sales Tax Revenue Bonds
For the construction and enhancement of a new baseball and softball recreational complex.
The Louisiana State Bond Commission reviews applications from parishes, municipalities, special districts, and political subdivisions requesting authority to incur debt or levy taxes. All requests are reviewed for constitutional and legal compliance, project feasibility, and financial sustainability.
So far in fiscal year 2026, the Commission has approved 16 debt applications totaling $127.7 million, along with six local government elections.
“These approvals represent the collaborative work of a dedicated team focused on responsibly enabling community progress,” Fleming added.
