Background on the Site Cleanup:
The former Tronox/Kerr-McGee Wood Treating Facility spans approximately 32 acres at 520 Hamilton Road, just north of Interstate 20. The facility, originally the Moss American Inc. Rail Tie Creosoting Plant, operated from 1930 to 1987, treating railroad ties with a mixture of creosote and fuel oil.
Operations ceased in 1988, but creosote-related contamination remained on-site and spread to off-site areas, prompting a long-term environmental remediation effort.
In 2011, as part of a bankruptcy settlement, the Multistate Trust was established to own, investigate, and clean up the site and facilitate its safe reuse. Cleanup efforts are funded entirely by Tronox through a bankruptcy settlement—not by taxpayer dollars.
Progress in the Cleanup Effort:
- 2022: Removed 12,500 cubic yards of contaminated soil around Scott-Dickerson Homes as part of an interim cleanup action.
- 2023: Excavated and replaced contaminated soil beneath the Scott-Dickerson Homes parking lot.
- 2024: Addressed contamination on Carver Street and Scott Street, and confirmed no site-related contaminants inside nearby buildings.
- 2022-2024: Collected over 100 soil samples from residential areas surrounding the site to determine if further excavation is needed.
- 2025: Additional sampling planned in locations where property owners grant access.
The Louisiana Department of Environmental Quality (LDEQ) is working closely with the Multistate Trust to prioritize off-site cleanup efforts to minimize risks to residents.
