WASHINGTON — House Republicans passed a series of bills this week aimed at supporting American small businesses by codifying several of former President Donald Trump’s executive orders. The legislation focuses on reinforcing the role of the Small Business Administration (SBA), increasing oversight, and preventing misuse of federal resources.
Speaker of the House Mike Johnson praised the effort, stating that House Republicans remain committed to restoring trust in government agencies and ensuring taxpayer dollars benefit American entrepreneurs.
“This week, House Republicans codified another set of President Trump’s executive orders to protect American small businesses,” Johnson said. “We will keep passing the President’s executive orders and working in lockstep with this Administration to fulfill our commitment to the American people.”
House Committee on Small Business Chairman Roger Williams emphasized the need to prioritize Main Street over bureaucratic inefficiency. “We took a critical step in codifying President Trump’s executive orders and protecting small businesses,” said Williams.

H.R. 2987 – Capping Excessive Awarding of SBLC Entrants (CEASE) Act
This bill, introduced by Rep. Bresnahan, places a cap on the number of Small Business Lending Company (SBLC) licenses issued by the SBA to non-bank lenders. The legislation aims to reduce the risk of fraud by limiting licenses to institutions that can be properly overseen by the SBA.
H.R. 2966 – American Entrepreneurs First Act
Sponsored by Rep. Van Duyne, this bill ensures SBA resources are directed solely to American-owned businesses. It includes verification of ownership and recipient age and blocks access to SBA funds for entities with foreign or undocumented ownership.
H.R. 2931 – Save SBA from Sanctuary Cities Act
Introduced by Rep. Finstad, this legislation codifies executive orders to relocate SBA offices out of sanctuary cities. The goal is to ensure SBA operations are based in jurisdictions that comply with federal law, enhancing public safety and access to resources for law-abiding communities.
The bills now move to the Senate for further consideration. House Republicans have indicated they will continue advancing legislation that codifies additional executive orders from the Trump administration, especially those centered on economic growth, national security, and administrative accountability.
