BATON ROUGE, La. – Gov. Jeff Landry announced leadership changes at the Louisiana Department of Transportation and Development and the Department of Energy and Natural Resources, effective Sept. 2.
At DOTD, Julia Fisher-Cormier has been named deputy secretary and will oversee the newly formed Office of Transformation. She previously served as commissioner of the Office of Multimodal Commerce, where she managed more than $120 million in port and aviation infrastructure funding and advanced state-funded passenger rail projects. She also held leadership roles at the Port of South Louisiana and served as a councilwoman in St. Charles Parish.
Eric Dauphine, who has more than 30 years of experience in the heavy civil industry, will serve as assistant secretary of project delivery. He began his career at DOTD in 1999 as an engineer intern and has advanced through positions including project engineer, area engineer and district administrator. He will continue contributing to the Office of Transformation in addition to leading project delivery.
“Both Julia and Eric’s skill sets are a perfect fit for these roles, and I am ready to work with both of them to transform DOTD and transportation delivery across our great state,” said DOTD Secretary Glenn Ledet.
At DENR, Dustin Davidson was appointed secretary after serving as the department’s deputy secretary. His prior experience includes work with the Waterways Council and the U.S. House Select Committee on the Climate Crisis. He also served on Capitol Hill as a legislative assistant focusing on energy revenue-sharing, conservation and ecosystem protection.
Stephen Swiber was named deputy secretary of DENR. He previously served as the state’s chief resilience officer, coordinating hazard mitigation, and earlier was an executive vice president at Diamond Services Corp., a Gulf Coast marine construction firm.
“Dustin has been invaluable in his service as deputy to the department, always ready to step in and move us forward,” said outgoing Secretary Tyler Gray. “He will be an outstanding leader, and Stephen will bring the intellectual curiosity and professionalism needed to continue refining the work we’ve built together for Louisiana.”
Landry said the appointments reflect his administration’s focus on strengthening transportation infrastructure and modernizing energy and natural resources management.
