SHREVEPORT, La. – The Caddo Parish Sheriff’s Office (CPSO) has partnered with Southern University at Shreveport (SUSLA) to establish a comprehensive Re-Entry Education and Training Program aimed at reducing recidivism and expanding employment opportunities for eligible individuals in Caddo Parish.
The initiative, formalized through a memorandum of understanding between CPSO and SUSLA, is designed to equip incarcerated individuals with education, technical training and support services that promote successful reintegration into the community.
The program addresses persistent challenges surrounding reoffending, with national studies showing many individuals return to incarceration within three years of release. By providing access to education and workforce development resources, CPSO and SUSLA aim to interrupt that cycle and strengthen community stability.

SUSLA will deliver academic programming and workforce development support, while CPSO will oversee program implementation and performance measurement. The initiative will track outcomes such as reduced recidivism, job placement rates and community impact.
Sheriff Whitehorn said the program represents a long-term investment in both individual rehabilitation and the economic health of Caddo Parish, combining education and opportunity to build a stronger, more resilient community.
