BOSSIER PARISH, LA – At its April 2 Regular Agenda Meeting, the Bossier Parish Police Jury (BPPJ) advanced two major infrastructure initiatives aimed at improving drainage and traffic flow in growing areas of the parish. The meeting also included a heartfelt recognition of a longtime public servant who is retiring after more than a decade of service.
Frye Magee Selected to Lead Espanita Drainage Improvements
The Police Jury awarded a Request for Proposals (RFP) to Frye Magee, LLC to oversee administrative services for the Espanita Drainage Improvements project in Police Jury District 2. This project is funded through the Louisiana Community Development Block Grant Mitigation (LCDBG-MIT) Program as part of Louisiana Watershed Initiative Round 2.
Frye Magee will manage grant compliance and execution for the project, which aims to reduce flood risks and strengthen the area’s stormwater infrastructure. As extreme weather events continue to challenge communities statewide, the initiative plays a key role in enhancing long-term resilience for Bossier Parish neighborhoods.
Congestion Relief in the Works: Winfield Road Project Advances
The Jury also approved a new agreement with Volkert, Inc. for the Congestion Relief Winfield Road Project, an ambitious $80 million initiative designed to ease traffic and improve access across north Bossier Parish.
According to Parish Engineer Eric Hudson, the project will provide critical connectivity between Winfield Road and Highway 3, ultimately relieving traffic strain and improving safety for residents and commuters.
“As the parish grows, the Winfield Road Project aims to enhance traffic flow and reduce congestion,” Hudson said. “Our goal is to begin the design phase this year, and as funding becomes available, we hope to start building between 2027 and 2035.”
Recognizing a Community Pillar: Mr. Larry Landry Retires
The Jury concluded the meeting by honoring Mr. Larry Landry, who is retiring after 15 years of service as Assistant Director of Public Utilities for Bossier Parish. A resolution was passed in recognition of his dedication, leadership, and the lasting impact he made in the community.
“Mr. Landry’s commitment and hard work greatly benefited our community,” said Jury President Glenn Benton. “We extend our heartfelt congratulations and best wishes to him as he embarks on a well-deserved retirement.”
