The Bossier Parish Police Jury reviewed a favorable 2025 financial audit, extended a moratorium on certain residential developments, and approved assistance for storm recovery during its regular meeting Tuesday.
A representative from Cook and Morehart presented the parish’s 2025 audit, reporting clean accounting records and commending parish staff for maintaining strong financial management.
According to the audit, Bossier Parish recorded $16.6 million in federal expenditures during 2025, including $7.2 million in COVID-19 relief funding, most of which has now been spent.
The parish’s water and sewer funds saw cash flow decline by approximately $1 million because of major repair projects but maintained a positive balance. Overall parish cash increased by $573,000 during the year.
The General Fund balance declined by about $780,000 but remained at approximately $16 million. The audit also reported $4.2 million in interest income, reflecting returns on parish investments.
The Police Jury encouraged residents to review the complete audit on the parish’s official website.
Jurors also approved a resolution extending the moratorium on residential Planned Unit Developments, or PUDs, for one additional year in designated Metropolitan Planning Commission areas. Officials said the extension is intended to support recommendations outlined in the parish’s Comprehensive Master Plan while allowing additional time for public input.
The moratorium applies only to residential PUD projects. Commercial developments are not affected and may continue under existing regulations.
In other business, the Police Jury adopted a proclamation recognizing Willis Knighton Bossier Health System for 30 years of service in Bossier Parish. Jury Vice President Julianna Parks is expected to formally present the proclamation later this month.
The Police Jury also approved a Cooperative Endeavor Agreement to assist the Town of Plain Dealing with storm debris removal following an EF1 tornado that struck the community in June. The agreement is intended to help accelerate cleanup and recovery efforts.
