BATON ROUGE, La. — The Louisiana Department of Treasury has launched a new online portal designed to manage Cooperative Endeavor Agreements, a required legal step for entities receiving legislative appropriations.
The portal allows entities to complete agreements electronically, upload required documentation and track the status of line-item appropriations in real time. Users can also communicate directly with Treasury reviewers throughout the process. Treasury officials said the system centralizes records and correspondence for each agreement, replacing a largely manual workflow.
Louisiana State Treasurer John Fleming said the portal is intended to improve oversight and accessibility. “A significant step forward in improving transparency, accountability, and efficiency in how public funds are managed in Louisiana,” Fleming said. He added that the system is designed to make it easier for agencies, nonprofits and local governments to work with the Treasury Department while providing taxpayers greater visibility into how agreements are reviewed and tracked.
According to the Treasury Department, the portal has been operating for 82 days and has already produced measurable changes. As of Dec. 13, 2025, the number of Cooperative Endeavor Agreements processed increased by 231, a 30 percent gain compared with the same point last year. The department reported that all entities received notification letters, compared with 209 entities that had not received notifications one year earlier.
Treasury data also show that 101 additional entities have started applications, completed agreements increased by 66 percent, and total payments distributed to entities rose by 50 percent year over year.
The Treasury Department is encouraging eligible entities to use the new portal for current and future appropriations. Additional details about the process are available through the department’s website.
