SHREVEPORT, LA – The long-anticipated Northwest Louisiana State Office Building in downtown Shreveport is one step closer to reality, following a series of key approvals that signal continued progress on the transformative project.
According to the Downtown Development Authority (DDA), the Office Facilities Corporation (OFC) recently approved major updates, including an Encroachment Agreement with the City of Shreveport. This agreement, authorized for signature by Glenn Frazier, Director of the Office of State Buildings, clears the way for ongoing site development.
In addition to securing land-use permissions, the OFC also approved a significant increase in project funding, reflecting both enhanced scope and rising material costs. The revised financial plan includes:
- $75 million in Lease Revenue Bonds
- $30.5 million in OFC Cash
Updated Project Costs and Enhancements
Recent updates to the project budget total approximately $4.2 million, and include:
- $1.7 million for tariff-related cost impacts
- $1.4 million to complete build-out of the 8th floor
- $900,000 to install a sprinkler system in the parking garage
- $221,000 for commissioning services
The State of Louisiana is currently finalizing a Guaranteed Maximum Price (GMP) agreement with Broadmoor LLC, the Construction Manager at Risk for the project. Once finalized, Phase 2 construction is expected to begin around Labor Day.
Downtown Development Impact
The DDA has long advocated for relocating state offices to the urban core, citing the economic and civic benefits of consolidating public operations in the downtown area.

Once completed, the new facility will serve as a hub for regional state agency operations and is expected to anchor further development and business activity in the surrounding area.
