BOSSIER CITY, La. — Bossier City will share the cost of widening a portion of Shed Road with the developer of Lakewood Villas, a 468-unit residential project under development on nearly 43 acres.
The Bossier City Council adopted Ordinance 82 of 2026 on July 21, authorizing a cooperative endeavor agreement with Lakewood Villas Development LLC.
Under the agreement, the city and developer will each pay 50% of eligible costs for the road project, with the city’s contribution capped at $150,000 unless the council authorizes additional spending.
Eligible expenses include design, engineering, permitting, right-of-way acquisition if needed, utility relocation if needed, construction, construction administration and inspection.
City officials said continued development of Lakewood Villas, together with traffic associated with Bossier City’s water treatment plant, has created a need for additional roadway capacity along Shed Road.
The ordinance states that widening the road is expected to improve traffic circulation, roadway capacity, safety and access for residents, businesses, city facilities, emergency services and other motorists.
Lakewood Villas has been in the Bossier City development pipeline since at least 2024. The planned unit development covers approximately 42.9 acres east of the Dollar General near Shed and Stockwell roads.
During a March 2024 Bossier City-Parish Metropolitan Planning Commission meeting, developer Cliff Guidry said the project was planned for 468 units and represented an estimated investment of $75 million to $80 million.
Guidry described the development as a townhome-style rental community featuring primarily single-level living. He said plans included a pool, game room, fitness and yoga facilities, business center, dog parks, walking paths and other amenities.
The project drew opposition from several nearby residents during the 2024 planning process. Residents raised concerns about traffic, flooding and drainage, school capacity, utilities, property values and other potential effects on the surrounding area.
Guidry told commissioners at the time that a traffic analysis conducted for the project showed no impact. Residents questioned that conclusion and asked for additional scrutiny of traffic and drainage issues.
Planning officials told residents that engineering and drainage plans would be subject to city and parish review.
Lakewood Villas is currently marketing two- and three-bedroom townhomes, with apartment listings indicating an expected fall 2026 opening.
The Shed Road agreement was introduced to the City Council on July 7 and adopted July 21.
