GOP-Led House Passes Measure Banning Non-Citizens from Voting

Washington, D.C. – In a late Wednesday session, the Republican-led U.S. House of Representatives passed the Safeguard American Voter Eligibility (SAVE) Act, a measure designed to ensure that non-citizens cannot register to vote in federal elections. The bill passed with a 221-198 vote, largely along party lines, with five Democrats joining Republicans in approval .

The Biden administration has expressed opposition to the bill, and Democratic leaders in Congress encouraged their colleagues to vote against it. U.S. Rep. Chip Roy, R-Texas, introduced the bill following announcements from several Democratic-run jurisdictions about efforts to register non-citizens to vote. Some areas, such as the District of Columbia, have already passed measures allowing non-citizens to vote in local elections .

House Minority Whip Katherine Clark, D-Mass., criticized the act in a “Whip Question” sent to House Democrats, arguing that its proof of citizenship requirement would prevent Americans from registering to vote using their driver’s license alone. Rep. Roy countered this claim, stating that Democrats oppose the bill because “they WANT non-citizens, including illegals, to vote” .

Following the House passage of the SAVE Act, Speaker of the House Mike Johnson released a statement condemning the 198 House Democrats who voted against the measure. “Today, 198 House Democrats voted against preventing illegal aliens from voting in American elections. Over the past four years, Joe Biden has welcomed millions upon millions of illegals into the country knowing that noncitizens only have to check a box to vote in a federal election,” Speaker Johnson said .

Johnson further asserted, “We have long known this was an intentional effort to turn them into voters, and now the American people know where every member of Congress stands on this critically important issue. House Republicans believe that only Americans should vote in American elections. House Democrats have now proven they believe that illegal aliens should vote in American elections” .

The bill now advances to the Democrat-led U.S. Senate, where it is unlikely to progress further. Speaker Johnson has also released a 21-page report highlighting the potential threat of foreign interference in U.S. elections posed by non-citizen voting .
