LSLBC Announces New Licensing Regulations Effective August 1, 2024

The Louisiana State Licensing Board for Contractors (LSLBC) has announced significant changes to contractor licensing regulations, set to take effect on August 1, 2024. These modifications, mandated by Act 178 of the 2024 Legislative session, will impact Home Improvement Registrants and Residential Construction license holders.

Key Changes for Home Improvement Registrants

Under the new regulations, Home Improvement Registrants will no longer be permitted to perform structural work on existing structures or build outbuildings. However, they will still be allowed to conduct roofing work within the specified dollar limits, provided it does not involve structural modifications or repairs.

Adjustments to Contract Value Limits

The contract value limits for both Home Improvement Registrants and Residential Construction license holders will be reduced from $75,000 to $50,000. This cap includes both labor and materials.

New Requirements for Residential Construction Licensees

Starting August 1, Residential Construction license holders engaged in home improvement work will not be required to subcontract to Home Improvement Registrants or other Residential Construction licensees, as long as the subcontractors are in direct contract with the Residential Construction licensee acting as the general or prime contractor. Despite this relaxation, subcontractors in specialized fields such as Electrical, Mechanical, Plumbing, Mold, Asbestos, and Hazardous Materials must still obtain their own licenses.

Mandatory Written Contracts

All parties involved in home improvement work, including contractor and subcontractor relationships, must maintain a written contractual agreement.
