South Bossier Parish roads finally to receive repairs from 2016 floods

Work on roads in south Bossier Parish severely damaged by the historic flood of 2016 will begin soon after members of the parish police jury voted Wednesday to accept a bid to begin work on multiple repair projects.

Assistant Parish Engineer Eric Hudson told jury members this first bid is just the beginning of a series of projects that will see paved roads milled and overlayed or reconstructed. Earnest Construction submitted the winning bid of just over $876,000.

Funds for the projects come from a Bossier Parish win over the Federal Emergency Management Agency (FEMA) before an appeals panel of judges in Washington, D.C. last year. With the win, the parish will receive roughly $32 million for repair to flood damaged paved roads.

Hudson said the initial bid covers approximately 13 roads in south Bossier Parish. 

In other business at Wednesday’s meeting, police jury members: 

* Adopted property tax millage rates for the year 2021 including the general alimony tax, highway tax, library tax, health unit tax and corrections facilities tax.

* Adopted EMS User Fee for the year 2021.

* Adopted Acreage Tax for the year 2021.

* Awarded bid for Project No. 2021-106, Winfield Rd. improvements, in accordance with bids received July 12, 2021.

* Approved the plat of the proposed development of Kingston Plantation subdivision, Unit No. 9, being a plat relocating the front building setback of Lots 237-239 of Correction Plat of Kingston Plantation subdivision, Unit No. 5, located in Section 17, Township 19 North, Range 13 West, Bossier Parish. (Located off Smokehouse Loop).

* Approved the plat of the proposed development of Water’s Edge, Cypress, Phase 2, subdivision, Unit No. 2, being a replat of Lots 63-68, Water’s Edge, Cypress, Phase 2, subdivision, located in Section 1, Township 19 North, Range 13 West, Bossier Parish. (Located off Fritchton Street).

* Approved the plat of the proposed development of Montgomery Suburban Acres subdivision, Unit No. 1-B, being a resubdivision of Lots 29, 30, and 31, Montgomery Suburban Acres subdivision, located in Section 35, Township 20 North, Range 13 West, Bossier Parish. (Located off Linton Road).

* Agreed to reduce the speed limit on Joe Lewis Rd., located off Parker Rd., in Section 12, Township 19 North, Range 12 West, Bossier Parish, from 25 miles per hour to 15 miles per hour.

 * Scheduled a public hearing on August 18, to consider the application of Jennifer Elkins, Mama’s Bar and Grill, to the Bossier City-Parish Metropolitan Planning Commission for a Conditional Use Approval for the sale of high and low content alcohol for on premise consumption at a bar and grill located at 5510 Airline Drive, Ste. 106, Bossier City.  

* Scheduled a public hearing on August 18, to consider approval of the plat of the proposed development of Waterford Lake subdivision, Unit No. 2, located in Section 22, Township 19 North, Range 13 West, Bossier Parish. (Located in Waterford Lake subdivision at the end of Calle Lago Court).

* Scheduled a public hearing on August 18, to consider approval of the plat of the proposed development of Myers Road Estates subdivision, Unit No. 1-A, being a resubdivision of Lot 2, Myers Road Estates subdivision, located in Sections 22 and 27, Township 19 North, Range 13 West, Bossier Parish. (Located in Myers Road Estates subdivision off Swan Lake Rd.)

* Scheduled a public hearing on August 18, to consider approval of the plat of the proposed development of Crown Pointe subdivision, located in Sections 1 and 2, Township 20 North, Range 14 West, Bossier Parish. (Located off Old Plain Dealing Rd.)

* Scheduled a public hearing on August 18, to consider approval of the site plan for Airline Lagniappe Commercial subdivision, located at 5480 Airline Dr., Bossier Parish. (Located just north of Swan Lake Rd. on the right side of Airline Dr.)

* Scheduled a public hearing on August 18, to consider approval of the site plan for Black Stag Development, located in Section 32, Township 19 North, Range 13 West, Bossier Parish. (Located on the Southeast corner of Benton Rd. and Vanceville Rd.)

* Scheduled a public hearing on August 18, to consider approval of the Minor Plat for Joan Small Marshall, being a division of a 3.916-acre tract of land located in Section 23, Township 17 North, Range 12 West, Bossier Parish. (Located on Sligo Rd. near Hines Dr.)

* Scheduled a public hearing on August 18,  to consider approval of the plat of the proposed development of Swan Lake Commercial subdivision, Unit No. 1, being a commercial subdivision located in Section 26, Township 19 North, Range 13 West, Bossier Parish. (Located on Duckwater Landing).

* Scheduled a public hearing on August 18,  to consider approval of the plat of the proposed development of Faith Estates subdivision, Unit No. 3, being a resubdivision of Lot 6, Faith Estates subdivision, Unit No. 1, and Lot 28, Faith Estates subdivision, Unit No. 2, located in Section 28, Township 19 North, Range 11 West, Bossier Parish. (Located in Faith Estates subdivision off Daley Dr.)

* Scheduled a public hearing on September 1, to consider the application of Sanjeev Wahi to the Bossier City-Parish Metropolitan Planning Commission for a zoning amendment to change the zoning classification of a certain tract of land being 2 acres, more or less, located at the intersection of Swan Lake Rd. and Duckwater Landing Dr., Bossier City, in Section 26, Township 19 North, Range 13 West, from B-1, Business, Commercial Office District, to B-3, General Business District, for a proposed convenience store with fuel sales and a commercial strip center.

* Accepted reports on meetings of the Road/Subdivision Regulations Committee, the Policy and Procedures Committee and the Parks and Recreation Committee.

* Accepted results of meeting of the Consolidated Waterworks/Sewerage District No. 1 Board of Appeals.

* Appointed Billy Don Slack to the Board of Commissioners for Bossier Parish Fire District No. 7 for term expiring July 31, 2021. 

* Appointed Mike Dunnaway to the Board of Commissioners for Northeast Bossier Parish Fire District No. 5, to fill the vacancy created by the resignation of Doc Barnett, term to expire December 31, 2022.  

* Accepted proposal of NTB Associates, Inc., for surveying services for Project No. 2021-126, Linton Rd. at Linton Cutoff Rd. intersection improvements.

* Adopted an ordinance authorizing the Parish of Bossier to enter into a Local Services Agreement with the Bossier Parish School Board.

* Approved a proposed drainage servitude located in Lot 245, Country Place subdivision, Unit No. 4, located in Section 10, Township 18 North, Range 12 West, Bossier Parish. 

* Discussed Bobby Byrd ditch project, and authorize the execution of a letter agreement.

* Approved Amendment No. 1 to the proposal with Nixon Engineering Solutions for surveying services for the Eastwood drainage project.
