McGraw elected to nonprofit board of International Institute of Municipal Clerks

Phyllis McGraw, MMC, City Clerk of Bossier City, Louisiana, was elected to the Board of Directors of the International Institute of Municipal Clerks (IIMC), a nonprofit Organization with more than 15,000 members worldwide. 

McGraw’s official swearing in was to take place during the Institute’s 74th Annual Conference in St. Louis, MO, on May 20, 2020. However, the Conference was cancelled due to the COVID-19. 

McGraw was sworn in during the IIMC Board of Directors virtual meeting on May 20, 2020. 

McGraw’s Region represents Arkansas, Louisiana, Mississippi, Oklahoma and Texas. She will serve a three-year term culminating in May 2023. 

McGraw has served as City Clerk for Bossier City, since January 2013. Her Municipal Clerk service started in October 1996 and has continued in various Municipalities since. She is an active member of the Louisiana Municipal Clerks Association, currently serving as their President. 

McGraw also serves on numerous Louisiana Municipal Clerks Association (LMCA) Committees, Louisiana Municipal Association (LMA) Board of Directors and an elected Board Member for the Louisiana Municipal Employees Retirement Board (MERS). 

She attended her first International Institute of Municipal Clerks Annual Conference in 1998 and has served on the IIMC Policy Committee. She is the Board liaison to the Research and Resource Committee. McGraw received her Certified Municipal Clerk designation in 1999 and her Master Municipal Clerk designation in 2014. She has spent the majority of her adult life in Municipal service.

 In addition to her professional responsibilities, she is a wife and mother to four wonderful children that range in ages from 24 to 10 years. Her oldest has followed in her public service footsteps as a Probation Officer. 

McGraw is also a Certified 4-H Shooting Sports Rifle Coach and spends much of her free time working with Parish youth at the range. She and her family reside in Heflin, LA. Founded in 1947, IIMC is a professional nonprofit association with more than 15,000 members throughout North America and 12 other countries, representing municipalities with populations of 1,000 to more than 10 million. 

IIMC prepares its membership to meet the challenges of the diverse role of the Municipal Clerk by providing services and continuing professional development opportunities in 46 permanent college-and university-based learning centers. IIMC offers Municipal Clerks a Certified Municipal Clerk Program (CMC), a Master Municipal Clerk Academy (MMCA) Program and other opportunities to benefit members and the government entities they serve. A 26-member Board of Directors governs IIMC.
